Do I ALWAYS need to use intumescent material when I buy fire door ironmongery?

Not always but a high percentage of the time. If you are in ANY doubt always contact your fire inspector, Responsible Person(s) or the manufacturer of the product.

How do I know that the product I have found online is fire rated?

When you type in 'fire rated lock' search engines can bring up items within that term or using parts of that term (ie just the 'lock' part) so ALWAYS check in the description of the product that is is fire rated. If in doubt, do NOT buy.

The intumescent description says 'tested to FD60 (60 mins)' can I use it on my FD60 fire door?

While intumescent material can be tested to meet the FD60 requirement it is the FIRE CERTIFICATE of the hardware or door that will dictate exactly the thickness of material needed. ie a listing says '0.8mm intumescent tested to FD60' can only be fitted with hardware or doors that specify you can use 0.8mm material with them to achieve that fire rating.
